COVID-19 Virus Update

 In an effort to thwart the spread of COVID-19 virus Borough Hall will not be open to non-employees.   Borough Hall will remain open during normal hours and employees will be working.  In an effort to accomodate the public, boxes have been placed in the rear vestibule for drop-off to the municipal offices.  Additionally, a staff member will be posted in the hallway to monitor the boxes as well as to communicate with visitors to the building (the staff member will remain behind a glass door).

NOTICE OF HEARING

BOROUGH OF KEANSBURG PLANNING BOARD

PROPOSED NON-CONDEMNATION REDEVELOPMENT AREA

 

PLEASE BE ADVISED that the Keansburg Planning Board (the “Planning Board”) will conduct a public hearing on March 9, 2020 at 7:00 p.m. to determine whether or not certain properties in the Borough identified in this notice may be designated as a non-condemnation area in need of redevelopment pursuant to the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et. seq. (the “Redevelopment Law”). This hearing will take place in the Borough of Keansburg Municipal Building, 29 Church Street, Keansburg, New Jersey 07734.

Said area consists of the entirety of Blocks 7, 8, 10, 11, 12, 13, 14, and 52 on the tax maps of the Borough (the “Property”).  The Property comprises approximately 15.1 acres of land area and is bounded by Bay Avenue to the north of Block 8 and Beachway Avenue to the north of Blocks 10 and 13, Raritan Avenue to the east, Center Avenue to the south of Blocks 14 and 52 and Highland Boulevard to the south of Block 7, and Pinewood Place to the west. The Property is also bisected north to south by Carr Avenue and Highland Avenue and east to west by Seabreeze Way.  A map showing the boundaries of the Property and the location of the various parcels included in the area, and the area in need of redevelopment investigative report, are on file at the Municipal Clerk’s Office at the Borough of Keansburg Municipal Building, 29 Church Street, Keansburg, New Jersey 07734. The map and report may be viewed during regular business hours, Monday through Friday 9:00 a.m. to 4:00 p.m.

Keansburg Borough Council Resolution 19-098 directs the Planning Board to conduct the hearing described herein and shall not authorize the Borough to exercise the power of eminent domain (a.k.a. condemnation) to acquire the Property.

 

Based on the testimony presented at this hearing, the Planning Board may take action and recommend to the Borough Council of the Borough of Keansburg (the “Borough Council”) that any portion or all of the Property be designated a non-condemnation area in need of redevelopment. This recommendation will be sent to the Borough Council for further action as per the requirements of the Redevelopment Law. A finding by the Borough Council that any portion or all of the Property constitutes an area in need of redevelopment shall operate as a finding of public purpose, but shall not authorize the municipality to exercise the power of eminent domain to acquire property in the delineated area.  A redevelopment area so designated shall be referred to as a “Non-Condemnation Redevelopment Area.”  If the Borough Council designates the Property as a Non-Condemnation Redevelopment Area, the owner(s) of the Property will receive a notice from the Borough regarding the designation, and will have forty-five (45) days from the receipt of such notice to challenge the redevelopment designation by filing the appropriate action in the Superior Court of New Jersey, Law Division.

 

Any interested party may appear at said hearing and participate therein.

NOTICE OF PUBLIC HEARING CANCELLATION – FEBRUARY 10, 2020

BOROUGH OF KEANSBURG PLANNING BOARD

PROPOSED NON-CONDEMNATION REDEVELOPMENT AREA

 

PLEASE BE ADVISED, the public hearing regarding the Redevelopment Study and Preliminary Investigation Report for Blocks 7, 8, 10, 11, 12, 13, 14, and 52 (all lots), dated January 22, 2020, will not be heard at tonight’s regularly scheduled February 10, 2020 Planning Board meeting.  It is intended for the public hearing regarding the Redevelopment Study to be scheduled for the Planning Board’s next regularly scheduled meeting on March 9, 2020. The public hearing and all properties within the study area will be re-noticed pursuant to the applicable requirements in the Local Redevelopment Housing Law.

Being that there are no other items scheduled on the agenda the Planning Board meeting for tonight, February 10, 2020 has been cancelled.

$567,731 BOND ANTICIPATION NOTES, SERIES 2020A

Bids are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 for the purchase of $567,731 Bond Anticipation Notes, Series 2020A (the “Notes”) of the Borough of Keansburg, in the County of Monmouth, New Jersey (the “Borough” or the “Issuer”).  All bids will be publicly opened and announced at the office of the Borough Chief Financial Officer on Friday, January 24, 2020, at 11:00 a.m., prevailing local time (“Sale Date”).

No telephone bids will be accepted.  Bids must be received by 11:00 a.m. on the Sale Date, and may be submitted by completing the bid form attached hereto as Exhibit A and submitting to the mailing address, email address and/or fax number shown on said bid form.  Sealed bids are encouraged, but emailed and/or faxed bids will be accepted provided they comply with the conditions stated herein.  If a bidder wishes to transmit its bid by email or fax, such bidder hereby acknowledges that such emailed or faxed bid will not be reviewed by the Borough until the public opening of the bids as aforesaid.  This Notice of Sale has been posted on the Borough’s website (www.keansburgnj.gov).
